Bar Hostess Empowerment & Support Programme (BHESP) is an NGO located in Nairobi offering services for key Populations. We are looking for qualified and experienced persons to fill the following positions: 

Project Manager (Technical Officer – Care and Treatment) 

Job Summary: The Project Manager will be responsible for providing strategic direction in, mentorship, coaching and regular updates in PMTCT, HIV Care and Treatment, TBHIV and HTS to health care workers in supported sites. 

S/he will be responsible for working closely with the county and sub-county health management teams and service providers to ensure that the quality of care is sustained across the program as defined by the MOH quality standards. 

Duties and Responsibilities: 

  • Provide strategic direction in care and treatment program in liaison with the Senior Technical Officer 
  • Provide mentorship, coaching and updates to program clinical mentors and service providers at the comprehensive care clinics to offer quality care and treatment services for patients according to the national guidelines and standards. 
  • Mentor and coach service providers on best practices, current guidelines and standards in providing comprehensive HIV care and treatment services 
  • Take leadership in patient retention, adherence to medication and viral load suppression to ensure optimal outcomes. 
  • Implement proven retention strategies to prevent loss to follow up, return patients to care and ensure that each patient has a tailor-made retention strategy. 
  • Ensure that each newly diagnosed patient and those returned to care have an identified case manager to help them stay within HIV care and treatment. 
  • Coordinate site mentorship for all sites based identified needs and priorities 
  • Implement a quality improvement approach to site mentorship based on a clearly defined set of indicators. 
  • Take lead in implementation of surge interventions related to HIV identification especially index HIV testing and assisted partner notification services, linkage to care and treatment, retention in HIV care and viral load suppression. 
  • Engage in sub-county policy and stakeholders’ forums as necessary to ensure BHESP agenda is maintained. 
  • Identify best practices from sub-county work and provide input to improve regional programming. 
  • Ensure implementation of and adherence to defined strategies for programs. 
  • Ensure all reports are developed and submitted in a timely manner as per MOH, project and PEPFAR requirements. 

Knowledge, Skill, Abilities, Expertise and Competence: 

  • Experience in establishing and sustaining working relationships with the Government of Kenya Ministries of Health at County and Sub-county level 
  • Significant and up to date knowledge of the current ART, PMTCT, TB/HIV, HTS guidelines, standards, tools and best practices 
  • Experience in HIV/AIDS care and treatment program implementation with demonstrated expertise in initiating care and treatment services in a public, faith based or private health facility 
  • Knowledge of and experience in implementation of differentiated HIV model of care is a key requirement 
  • Demonstrated experience in organizing and facilitating training and mentorship in HIV/AIDS prevention, care and treatment areas. 
  • Experience and knowledge in implementation of HCW capacity building in assisted partner notification services (aPNS) is a must 
  • Knowledge of PEPFAR Program and NASCOP reporting requirements including familiarity with the data collection and reporting tools used by NASCOP 
  • Proficiency in computer basic skills- MS Office; Internet; Basic data analysis skills 
  • Self- managed, self-driven, results oriented 
  • Excellent communication, interpersonal, report writing and analytical skills 
  • Dedicated team player with ability and experience to work in a multidisciplinary team. 

Minimum Qualifications: 

  • Clinical Officer with 5 years of continuous HIV program implementation; 
  • Relevant experience and training in HIV programming is a pre-requisite. 
  • Training and practical experience in Key Populations Intervention will have an added advantage. 

Clinical Officer 

Overall Purpose: To Provide Prevention, Care & Treatment services while maintaining oversight of activities along program areas targeting Key Populations as per the MOH quality standards. 

Key Responsibilities: 

Service delivery 
  • Shall serve as the Wellness Centre (Clinic) Coordinator 
  • Provide clinical services to the target population for BHESP 
  • Retention of HIV care clients. 
  • Provide adherence counseling to clients enrolled in care and ensure viral suppression is achieved. 
  • Ensure viral suppression for clients on ART is achieved. 
  • Develop monthly activity work plans to ensure targets are met and ensure adherence 
  • Maintain confidentiality at all levels 
Planning and Execution 
  • Ensure excellent standards and quality of clinical care is provided to all clients and effective referrals and linkages made with tertiary health facilities. 
  • Diagnose and institute effective clinical procedures which are consistent with the MOH quality standards and observe legal and statutory requirements in all situations. 
  • Ensure that the health care services are friendly, responsive to the needs and offered at the convenient time of Key Populations and their clients. 
  • Provide supervision and QM technical assistance at facility and support implementation of quality management systems 
  • Take part in trainings when called upon e.g. QM, supervision HTC related refreshers 
  • Offering S.T.I, TB, cervical cancer, alcohol and substance abuse screening, treatment and referral services to the Key Population. 
  • Offering HIV/AIDS preventive, care and treatment services to the Key Population. 
Management 
  • Mentorship and capacity building of service providers implementing programs. 
  • Management of program resources including commodities, human resource and finance to ensure accountability 
  • Prepares program budgets by self and teams. 
  • Line management of service providers 
  • Commodity management. 
Documentation and follow up 
  • Commodity management 
  • Ensure accurate, confidential and timely data collection and reporting and utilization is carried out by the site. 
  • Identify emerging issues and opportunities from field visits and communicate back to improve program. 
  • Document and disseminate BHESP’s health work in the program area – includes abstracts and reports 
  • Collect program related material e.g. human interest stories, photos, for updating website, newsletters, annual reports and other documents. 

Minimum Requirements: 

  • Diploma in Clinical Medicine and Surgery from a recognized medical training college. 
  • Registered by the Kenya Clinical Officers Council and possess a valid practice license. 
  • Minimum 2 years post training working experience. 
  • Computer literacy is essential. 
  • Training and practical experience in Key Populations Intervention will have an added advantage. 

Nursing Officer 

Job Summary: Provide or assist in the provision of Minimum Package of Clinical services at the Wellness Centre and during community outreaches targeting Key Populations as per the set MOH quality standards. 

Key Responsibilities and Duties: 

Reporting to the Wellness Centre (clinic) Coordinator 

  • Assess clients and establish health care needs as necessary. 
  • Diagnose simple common health conditions, prescribe, and administer treatment. 
  • Provide appropriate healthcare service; e.g. administration of treatment, dispensing drugs, etc. 
  • Provide health education and counseling to clients on identified health problems and socio-economic issues related to their health. 
  • Evaluate healthcare outcomes to clients and write individualized report. 
  • Maintain confidential records on clients personal and health condition/care data. 
  • Keep clinical environment tidy and safe. 
  • Ensure efficiency and safety of assigned nursing commodities. 
  • Ensure that all clients’ rights to access services are adhered to at the Centre. 
  • Ensure that the health care services are friendly, responsive to the needs and offered at the convenient time of Key Populations and their clients. 

Minimum Requirements: 

  • Diploma in Registered Nursing (KRN/KRCHN) or above from a recognized nursing training institution and in possession of a registration certificate issued by the Nursing Council of Kenya 
  • At least one year’s experience in a busy health facility. 
  • Training and practical experience in Key Population Interventions including implementation of high impact KPs interventions 
  • Ability to diagnose and treat Sexually Transmitted Infections. 
  • Must be pleasant, have good communication skills and willing to work in challenging environments and under pressure. 
  • Practical experience in Key Populations Intervention will have an added advantage. 
  • Practical experience in Key Populations Intervention will have an added advantage. 

HTC Counselor 

Job Summary: Provide HTC services to clients at the Wellness Centre and during community outreaches. 

Duties and Responsibilities: 

  • Offer HIV/AIDS Testing and Counseling services to all clients and provide effective referrals when applicable. 
  • Provide Provider initiated testing and counseling to clients’ and family members. 
  • Ensure quality HTC services are provided to clients as per the NASCOP standards. 
  • Ensure proper linkages of clients accessing HTC services 
  • Work with Peer Educators to ensure targets are met 
  • Ensure clients information/data are kept safe and confidential 
  • Submit duly filled data forms to the Wellness Centre Coordinator 
  • Perform any other duty as assigned by immediate supervisor 

Minimum requirements: 

  • Certificate in counseling and VCT, PITC, and Couple Counseling and KPs training from NASCOP accredited institutions. 
  • Those with certificate in Drugs and Substance Abuse will have an added advantage. 
  • 1 year experience in a similar position in a busy medical facility. 
  • Practical experience in Key Populations Intervention will have an added advantage 

Field Officer 

Job Summary: To mobilize Key Populations for activities at the Wellness Centre and Hotspots through the peer led education model and during community outreaches /targeted forums. 

Key Responsibilities and Duties: 

  • Develop, update and oversee the implementation of Outreach workers and Peer Educators Work Plans/Action Plans. 
  • Ensure that program activities including community outreaches, peer review meetings, one on one sessions and trainings are carried out according to the set guidelines with due diligence and targets met. 
  • Coordinate integration of health services with peer outreaches. 
  • Ensure that correct information is relayed to beneficiaries, DHMTs and other stakeholders in a timely manner. 
  • Prepare and submit progress reports at required intervals; and represent BHESP at relevant meetings. 

Minimum Qualifications and Competencies: 

  • Should have a Diploma in Social Work, community development or related field. 
  • Must have at least 2 years’ experience coordinating Key Population intervention programs, preferably in a similar project/related project. 
  • Must have experience with Outreach workers/Peer Educators supervision. 
  • Knowledge and experience of implementing Peer led sessions with Key population is an added advantage. 

Health Records Officer 

As a Health Records Officer, you will collect, organize, store and retrieve records used in diagnosis and treatment. You will also promote and support the effective use of data, information, knowledge and technology within the NHS to support and improve health and the delivery of patient care. 

Working closely with the Monitoring and Evaluation Officer the Health Records Officer will be responsible for mentoring health workers to maintain service registers, conducting regular data quality assessments activities, ensure accurate and timely facility reports and support facility to run basic data analysis for decision making. S/he will be required to maintain confidentiality and integrity for the facility data as directed. 

Duties and Responsibilities

  • Ensure facilities have standard data collection and reporting tools. 
  • Support facility based service providers to update health records and registers in line with national guidelines including the EMR. 
  • Verify data based on MOH defined service standards. 
  • Support and mentor health workers on data utilization for decision making. 
  • Responsible for ensuring data quality is maintained. 
  • Support health workers in conducting regular data quality assurance. 
  • Actively follow-up facilities to ensure that commonly agreed data management improvement plans are followed and monitored by all parties. 
  • Provide basic data summaries to facility as required from time to time. 
  • Support facilities to maintain data confidentiality and security. 
  • Support facilities to use data for decision making. 
  • Other duties as assigned by supervisor from time to time. 

Minimum Requirements: 

  • Diploma in Statistics/Health Information Systems/Information Technology with at least 2 years work experience in data management systems and experience in use of MOH tools. 
  • Experience in training is an added advantage. 
  • Computer proficiency in MS Office Suite and word processing, databases, spreadsheets, including advanced skills in at least two of the following programs: SPSS, Epi Info, Stata. 
  • Good organizational, planning, interpersonal and communication skills. 
  • Practical experience in Key Populations Intervention will have an added advantage. 

Data Clerk 

Job Summary: The successful candidate will perform data entry and management including data cleaning, and archiving to support the implementation of HIV prevention program activities. 

  • Co-ordinate the collection of data from activity sites and outreaches. 
  • Review, analyze, and validate activities data to ensure consistency, integrity and accuracy based on project specific guidelines. 
  • Secure all data collected from the respective activities. 
  • Perform timely entry of data into project databases, and maintain data accuracy through review of case report forms for completeness and consistency. 
  • Where required participate in monitoring activities and write up reports accordingly. 
  • Maintain documentation based on set guidelines to assist in standardizing data management procedures. 

Qualifications and competencies 

  • Computer literate 
  • At least 1 year experience in data entry in a busy organization. 
  • Sound knowledge of Ms. Word, Ms. Access, Ms. Excel, and SPSS or its equivalent. Strong ability to co-ordinate, prioritize and organize workload, work under pressure with minimal supervision. 
  • Excellent writing and presentation skills. 
  • Ability to meet targets within specified timeframes. 
  • Practical experience in Key Populations Intervention will have an added advantage. 

Linkages Officer 

Responsible for HTS and ensure that proper linkage to care of all HIV infected patients is done according to MOH quality standards. 

Key duties and responsibilities 

  • Be available to assist all HIV patients in the facility and from the community outreach sites 
  • Ensure that all clients tested HIV positive are linked into care and keep a record of how many are initiated on ART 
  • Providing HIV Testing Services (HTS) to clients in line with MoH policies and guidelines 
  • Conduct tracing of patients who have missed their appointments or defaulted from care 
  • Keep an updated record of number of clients offered HTS, tested, tested HIV positive, linked into care, etc., in line with stationery used by MoH and BHESP 
  • Attend facility meetings as required to discuss HTS/HIV/TB related issues 

Essential qualifications and experience 

  • Training in Basic HIV Counseling, Adherence counseling. 
  • Knowledge of MoH HTS guidelines & protocols. 
  • Experience working as an HCT counselor. 
  • Must be able to work independently and as part of a team. 
  • Good oral and written communication skills. 
  • Strong organizational skills, including task and time management, ability to multi-task, establish priorities, and meet deadlines; and work without supervision. 
  • Practical experience in Key Populations Intervention will have an added advantage
